Most airports are either managed by the city or country or parish where they are located. Oftentimes, they are subcontracted out to management companies that administer the airport on behalf of the government entity.
This is completely dependent on land availability and the willingness to move through the project with the government entity carefully watching your progress. These builds often lead to 20, 30 or even a 50 year land lease where the hanger will revert to the government entity at the end of the land lease.
